Opening Conference

On 24 February, the 2025 cycle of lectures, “The EPPO and EU Law: A Step Further in Integration”, will officially kick off!

The Opening Conference will provide an in-depth overview of the European Public Prosecutor’s Office (EPPO), exploring its origins, functioning, and key tasks. This will be made possible thanks to a distinguished panel of speakers, featuring leading figures from academia, the EPPO itself, and the Italian financial police (Guardia di Finanza).

Among the esteemed speakers, we are honoured to welcome Mr. Andrea Venegoni, European Prosecutor for Italy since June 2023. Before joining the EPPO, Mr. Venegoni served as a judge and public prosecutor in Italy and worked at the European Anti-Fraud Office (OLAF), bringing extensive experience in financial crime investigations.

Adding further expertise to the discussion, Lt. Col. Ivan Nardo will offer a detailed analysis of the EPPO’s competences, the crucial role played by the Italian financial police, and the synergies between the two institutions, with a particular focus on their collaboration in training activities.

The panel will also feature insightful contributions from Mr. Lorenzo Salazar and Prof. Oliviero Mazza.

  • Lorenzo Salazar, Deputy Attorney General at the Court of Appeal of Naples, is widely recognized as a leading expert in European law and judicial cooperation. His distinguished career has been dedicated to the fight against organised crime and transnational financial offenses. Over the years, he has actively contributed to shaping European strategies to combat transnational crime, working closely with institutions such as OLAF and deepening the understanding of the European Public Prosecutor’s Office.
  • Prof. Oliviero Mazza, Professor of Criminal Procedure at the University of Milan-Bicocca and an esteemed lawyer, is one of the most authoritative voices in the Italian legal landscape. His lecture will provide a valuable perspective, leveraging his deep expertise in criminal procedural law and his ability to critically analyse the evolving dynamics of justice.

Closing & Innovation in Legal Education

The first lesson of the course will conclude with a special presentation by Veronica Carbone, a law student at the University of Milan-Bicocca, and Dr. Luca Pieri. Together, they will introduce an exciting innovation in legal education: the STEPPO VR Game.

After months of development, this virtual reality video game is set to revolutionize legal training. Created through a multidisciplinary collaboration involving the Department of Law and its students, the Department of Psychology (via the Mibtec Artificial Intelligence Research Centre), and the invaluable support of Another Reality srl, the project represents a major step forward in interactive legal education.

The STEPPO VR Game immerses users ina realistic simulation of a preliminary investigation within the EPPO’s jurisdiction. Players will assume the role of a Deputy European Public Prosecutor, tasked with investigating a potential cross-border crime with the assistance of the Guardia di Finanza. Throughout the game, participants will navigate complex legal and procedural challenges, making decisions that require a solid understanding of national procedural rules and the EPPO Regulation.

The simulation will address key legal issues, including:

  • Cross-border investigations and judicial cooperation
  • Collection and use of evidence in a supranational context
  • Protection of fundamental rights of suspects

Players will engage in practical scenarios such as executing search and seizure operations while adhering to EU and national legal constraints, conducting interrogations using appropriate investigative techniques, and handling complex legal questions shaped by recent Court of Justice of the European Union rulings.
